Development Review

The planning commission acts as a single point of contact for all site development review in Warren County including the City of Bowling Green. The Comprehensive Development Review (CDR) process provides the opportunity for applicants to ask questions and get feedback on a proposed project from all public and private agencies involved in the development process in our community. One goal of the CDR process is to provide improved communication and coordination from the initial idea stage, through permitting, during construction, to final project completion.

The process in generally divided into three stages, the preCDR or idea phase, the CDR stage or engineering design phase, and the Site Work Permit or construction phase. The Pre-Comprehensive Development Review Process will provide an applicant the opportunity to ask questions and get feedback on a project from its inception from all agencies involved in the development process in Warren County. This will provide a single point of contact and an opportunity for better coordinated development and infrastructure and smoother approval processes. The Pre-CDR serves as a preliminary review of potential projects looking to obtain a Site Work Permit which is required prior to obtaining a building permit for larger projects. You will need a Site Development Plan and Site Work Permit for:

Any new development, including additions, that disturbs one acre or greater
Any new multi-family residential (greater than 4 units), commercial, public, public-institutional or industrial development, regardless of the area disturbed
Any new development that requires a Traffic Impact Study or Traffic Impact Study waiver per Section 3.1.4 of the Zoning Ordinance.
Urban Growth Overlay developments as defined in Sec. 3.19 and Sec. 4.9 of this Ordinance
All PUD developments or uses.

The second stage involves the review process of the Site Development Plan submitted by the developer. The Planning Commission staff in cooperation with city and county staff along with appropriate sister agencies will review the plans to ensure that all regulations and requirements are satisfied. The staff will notify the applicant of any deficiencies, corrections, or if additional information is needed. Once any necessary corrections are made the development specialist will schedule a meeting for final Site Development Plan approval. A final review and verification of requirements will be completed by the CDR committee. The CDR committee may make a recommendation to the Planning Commission Staff for approval or approval with conditions at the request of any participating agency. A Site Work Permit will be issued once a site plan is approved freeing the site for civil work and other construction.

The last phase of the process is construction and site inspections and compliance. Throughout the construction of the project, inspectors from various agencies will ensure compliance with the approved Site Development Plan and associated regulations. At the end of the process a Certificate of Completion will be issued to certify that the site has been constructed in accordance with applicable plans and laws.
