    • Proposal Format: No specific format is required. However, proposals should provide a straightforward, concise delineation of the consultant team’s capabilities to satisfy the requirements of this RFP. The elements addressed in the Project Scope should be emphasized. Proposals are limited to 15 pages, not including resumes and comparable project sheets.

 

  • Clarification regarding AI-generated content
    • The MPO is not anticipating any use of AI-generated content in any specific area. The MPO is requesting to know if the Consultant is using AI for any portion of the plan, for drafting text as an example. If so, approximately how much of the document will be generated by staff vs. AI.

 

  • Can you describe the potential minor modifications that be necessary to the MPO travel demand model?  Will the consultant be given the files to make these changes, or will they work with others (KYTC) to make them?
    • We believe some of this is contingent on the Consultant’s preferences for traffic modeling and how the Consultant prefers to manage the model work. However, Consultant will coordinate with KYTC Central Office to obtain the necessary files and/or request KYTC to run the model with the recommended parameters/scenarios. Minor modifications may include ensuring accurate data in the model, tweaking traffic analysis zones, or other minor work as the Consultant sees fit.

 

  • What entities or people could be on or represented by the steering committee?  How many times is this group expected to meet?
    • The steering committee will include representatives from the following agencies, but is not exclusive to the list: City of Bowling Green Public Works, City of Bowling Green Neighborhood and Community Services, Warren County Public Works, and Kentucky Transportation Cabinet – District 3. This group will meet as needed and is already organized and meets on a regular basis for various projects.

 

  • Regarding public engagement, how many meetings and what type of meetings or engagement activities are envisioned?
    • The number of meetings and engagement activities will be at the discretion of the consultant and should be included as part of the proposal for the MPO to evaluate during the selection process. Efforts should be described that anticipates getting the input necessary to construct a plan that generates necessary community consensus and support.  A series of meetings with stakeholders, public interest groups and others is anticipated. Virtual meeting formats, and online input methods are acceptable. Per our Participation Plan, a minimum of one public meeting is required, but due to the nature of our community’s growth and the desire for a useful long-range transportation plan, we anticipate the need for one face to face public meeting early on and another face to face to present the draft priority projects and other recommendations.

 

  • Will the consultant develop content for the BG-WC MPO’s website in conjunction with the public engagement activities?
    • The Consultant should develop content and materials for the public engagement process, in addition to a digitally led document to include on the MPO website. This may be in a Story map format, interactive web format, or other recommended platform.

 

  • Is the interview of the short-listed firms in-person?
    • Interviews of top firms are preferred in person, but we are able to setup remote, with no penalty to the firm.
