Where We Are With The Process

Draft Goals & Objectives Now Available!

Building upon the vision, values and priority initiatives, around 100 working committee members utilized information from the Data Book, Community Preferences Analysis, and goals & objectives from our existing comprehensive plan to help formulate the draft goals and objectives for the BG 2050 Comprehensive Plan. Together all of this information provides the foundation and direction to start drafting the plan policies. Once the draft development framework is created, there will be another round of pubic input.

What is the Comprehensive Plan?

The Comprehensive Plan is a regulatory document intended to be the community’s blueprint for development and land use decisions. The intent of this plan iteration is to build upon the concepts of the existing Focus 2030 Comprehensive Plan, but add more intentionality in managing growth with a better measure of defined and expected community character as development and redevelopment reshapes our community. Ultimately, development proposals will be evaluated based on the goals, objectives and policies contained within the plan. Success will be measured by the community and the plan will be adapted on a regular basis through a prescribed implementation and monitoring plan.

Why a new plan now?

Warren County is at a critical turning point in its history. Growth has been a steady average of around two percent for decades. This growth has started to accumulate and compound to the point where Bowling Green and surrounding area are starting to experience bigger city problems with traffic, housing, infrastructure, support facilities and services. The county and its incorporated cities not only face the prospect of fiscal stress caused by burgeoning demands for capital improvements and service expansion to meet the needs of future and existing residents and businesses, but the community must now address issues such as how to continue to protect valued open space, karst ecosystem, rural character and the community’s identity. It has become increasingly requested to exert influence on where and how growth occurs as the county is expected to double in population through the year 2050.

Why should I care about this?

The Comprehensive Plan is a guide for how the community should grow and develop as the future becomes the present. Every land use decision, especially zone changes, are based on the Vision, Goals, Objectives, Policies and Action Items found within the Comprehensive Plan. Arguments made for or against a development typically carry more weight when based on the items found in the plan. This is your opportunity to influence the plan and all subsequent decisions made based on the plan. How will my input be used?

As with any process going through the Planning Commission, all public input will be provided to the decision makers. Your input will be considered along with all other input regarding any proposed changes to the plan. For more information on the approval process, please refer to the timeline to the right for a tentative Public Hearing and Adoption schedule.

 

I can’t make a meeting I want to attend, can I still participate?

Yes! At any time up until the final public hearing and adoption you can contact our office.

 

I have a question about a particular chapter or element, where can I find information?

Links and references to all information can be found on this website. Please contact our office for help in finding any information.

 

What is the approval process?

At the end of the public input process and all changes have been made to create a final draft, there will be a public hearing before the Planning Commission where they will adopt the plan. The final version of the plan will also be presented to each of the six legislative bodies for adoption. The actual approval process and timeline may evolve as the process matures and desires of the elected and appointed bodies are made known.

 

I have a group wishing to be involved, how do they participate?

Please contact us as soon as possible. Given enough notice, we will be happy to accommodate anyone interested in the plan, no matter the size of the group.

 

What about the BG 2050 items that are not the responsibility of the Planning Commission? There were quite a few items concerning healthcare, the economy and other subjects.

The Warren County Fiscal Court has continued it’s contract with InnoEngine to create a strategic plan that will address these items. The community will then decide how to tackle the issues. The idea is that this will become part of the same or similar community monitoring and implementation strategy as the comprehensive plan.

Timeline

Summer 2023 - Spring 2026

BG 2050 / What Could BG Be?

Beginning in Summer of 2023 with a Civic Imagination Workshop, the project evolved into the BG 2050 Initiative through 2024, then evolved again through 2026 with the What Could BG Be? campaign and resulting Final Report. In the Spring of 2026, the Vision, Values & Priority Initiatives were released, which serves as the foundation for the BG 2050 Comprehensive Plan along with data, trends and analysis mentioned in the next section. December 2025 - March 2026

Preferences, Data, Trends & Analysis

Building the data from the BG 2050 initiative, InnoEngine remapped the What Could BG Be? data to match the Focus 2030 Comprehensive Plan Categories and summarized the community’s preferences and priorities with the assistance of AI. The result was the Community Preferences Analysis.

During the same time frame, CCPC staff authored the BG 2050 Data Book, a collection of data, trends and land use analysis matched to the same categories in the Community Preferences Analysis. The result was a collections of statistics, facts and indicators that were used as food for thought.

April 2026 - September 2026

Goals & Objectives Draft

Utilizing the Community Preferences Analysis and the Data Book from above, along with the current Focus 2030 Comprehensive Plan goals and objectives, ten committees of approximately 100 community members worked together and discussed the community vision and priorities to come up with a draft set of BG 2050 Goals & Objectives to take to the public for review.
October 2026 - December 2026

Draft Policies & Development Framework

Building upon the draft Goals & Objectives, planning staff and InnoEngine will work with the working committees, special interest groups and stakeholders to create a draft of proposed policies and development framework.
January 2027 - March 2027

Round 2 of Public Input

Once the draft Goals, Objectives, Policies and Development Framework is complete, it will be presented to the public for feedback. Nine locations are planned for in-person meetings along with the opportunity for online input.
March 2027 - May 2027

Creating the Draft Plan

Once round two of public input is complete, staff and InnoEngine will start putting the plan together with the comprehensive plan committees. Elements or chapters will likely include Land Use & Development, Infrastructure, Transportation, Housing, Community Facilities, Natural & Cultural Resources, and an Implementation chapter. Each section will include policies and/or actions for the community to consider.
June 2027 - July 2027

Public Review of Draft Plan

Once a draft is completed, there will be a third round of public input with a public presentation and review of draft plan. Input gathered will be incorporated into the plan.
August 2027-December 2027

Public Hearing & Adoption Process

Once the final draft of the plan is created, the Planning Commission will hold a formal public hearing and vote, followed by adoption by 6 legislative bodies of Warren County Fiscal Court and the Cities of Bowling Green, Smiths Grove, Oakland, Plum Springs and Woodburn.
2028-2029

Revise Zoning Ordinance & Subdivision Regulations

Future work will include revising our land development regulations, the Joint Zoning Ordinance and Subdivision Regulations, to match the comprehensive plan vision, goals, objectives, policies and actions.
